V.V.Nagovitsyn was born on the 2nd of March in 1956 in Glazov city (the Republic of Udmurtiya).
In 1978 was graduated from Tomsk Polytechnical Institute (now -Tomsk Polytechnical University) on "engineer - mechanic" speciality. In 1992 got one more higher education in Academy of National economy at the Government of the Russian Federation on "manager of higher rate" speciality.
Then after the higher-school graduation V. Nagovitsyn worked on Tomsk instrumental factory, first he worked as an engineer, then - as a secretary of Komsomol Committee, the deputy shop superintendent, shop superintendent.
In 1986 Vyacheslav Vladimirovich was appointed as the chief engineer of Tomsk factory of measuring equipment, then - the general director of the factory.
Since March, 1998 till December, 1999 was working as the Deputy Head of the Administration (the Governor) of Tomsk region on industry and business support.
In December, 1999 V.Nagovitsyn become the Head of the Government of Tomsk region, at the same time was replacing a post of the First Deputy of the Head of the Administration (the Governor) of Tomsk region.
Since 2002 he has become the Chairman of the Coordination council on forestry and timber industry complex МА "Siberian agreement". Also Vyacheslav Vladimirovich has become the head of the regional tripartite commission on regulation of social - labour relations, regional branch of the commission on preparation of the administrative staff, the Coordination council on personnel potential development of the region.
V.V.Nagovitsyn is married, has two sons, a daughter and two grandsons.
